भरतु की ब्वारी- अध्याय-08- Navalkhali

जम्बू कश्मीर आये दिन आतंकवादियों से जूझ रहा था !!! भरतु की ड्यूटी जम्बू के अतिसंवेदनशील इलाके में थी !!! डेली शाम को ब्वारी(बीबी) को फोन करके दिन भर की घटना बताता तो , ब्वारी का कलेजा कांप उठता !! फिर वो बच्चो से उसकी बात कराती थी !! बच्चे उसकी उस ड्यूटी से अनिभिज्ञ थे तो वो जम्बू से उसको... चिजी... लाने को कहते.......!!!!!!
बच्चो की आवाज सुनकर उसको रोना आता था , क्योंकि यदि इन्शान को अपनी आत्मा के दर्शन करने हैं तो वो अपने बच्चे के रूप में उसको होते हैं !! इधर भरतु की ब्वारी पहाड़ से देहरादून आकर अपने बल बूते पलायन आयोग की सदस्य भी बन ही गयी थी !!
इसी बीच ऋषिकेश के एक खाँटी आर.टी.आई.एक्टिविस्ट ने पलायन आयोग में हुई नियुक्तियों पर सूचना माँग ली ..जिससे पलायन आयोग में हड़कम्प मच गया !!! क्योंकि उत्तराखण्ड के इतिहास में पिछला दरवाजा हर वक्त नियुक्तियों के लिए ओपन रहता था ...और पीछे से घुसना ...आसान नही होता...!! उसके लिए... जुगाड़ जरूरी होता है !!! ...
भरतु के मामा खुद सचिवालय में हायर एजुकेशन में बड़े बाबू थे !!! लड़का उनका निखट्टू था , हाई स्कूल , इंटर उसने एक दुर्गम विद्यालय से किया था !! और एम.ए. गढ़वाल यूनिवर्सिटी से ..क्योंकि श्रीनगर गोपनीय विभाग में उसके मौसा जी की छत्र छाया थी !!! इमला लिखकर भी वो दुतीय श्रेणी में पास हो गया था ..... फिर लोक सेवा आयोग में उसके सेटिंग वाले बाबू पिता ने .. जुगाड़ लगाया और प्रवक्ता पद हेतु एक्जाम दिया ...जुगाड़ू ने बताया था कि ...जो प्रश्न आते हैं , उनपर ही गोले करना ....बाकी छोड़ देना !!! उसने 150 में से दो ही प्रश्न के उत्तर पर गोले लगाए..मसलन...1- 15 अगस्त कब मनाते हैं ? 2- नया साल कब आता है ?? कुछ ही समय बाद प्रवक्ता बन गया !!!
आज एक स्वाणी (सुंदर) सी एल.टी. टीचर का हसबेंड है !!! बच्चो को खूब ईमानदारी के किस्से सुनाता है और इस भृष्ट सिस्टम पर खूब ठहाके लगाता है !! इधर पलायन आयोग में भी सारी नियुक्तियाँ नेताओ और अफसरों की मिलीभगत से हुई थी पर अंत मे पब्लिक को दिखाने और अखबारों की हेडलाइन बनाने के लिए अफसरों को सस्पेंड कर दिया !!! और सरकार ने घोषणा की कि अब पलायन आयोग का नया ढांचा तैयार होगा और इसका कार्यालय गैरसैण में होगा !!!
सी.एम का बयान आया कि... जब पलायन पहाड़ो से हो रहा है तो हमारी जनप्रिय सरकार इसका कार्यालय गैरसैण में ही बनाएगी !! सबने वाहवाही की...पार्टी कार्यकर्ताओं ने जश्न मनाया...फेसबुक पर दावे किए ...!!! वट्सअप पर अपनी तारीफों के पुल बांधे !!!! अब उधर राजावाला में भी लोग अपने घरों तक सीमित हो रहे थे . गाँव की भावनाएं संवेदनाये देहरादून की धूल मिट्टी में दब चुकी थी..और सभी ...मैं...मेरा परिवार...मेरा बच्चा ...में खोए थे.... और भरतु की ब्वारी भी अपने घर मे बैठी फिलहाल...स्टार टीवी का कोई सीरियल देखकर भावुक हो रही थी !!! जारी- नवल खाली..
